The Budget Modernization Act was proposed by Head of the Treasury John Brayer to help streamline the budgetary process in the Universal Triumvirate by passing a trimester budget each trimester instead of amending the Universal Triumvirate Code whenever a budget needed to be changed.

The bill is considered the first major legislation of 2015-III, and is the legislation that passed both the Executive and Administrative Branches since September of 2015-III.
