Defense Execution (DEFEX) is the measure of threat level, military readiness, and government preparation for conflict. Very similar to the DEFCON system used by the United States, the DEFEX designations allow for the Triumvirate defense forces (via the Joint Command Council and Department of Intelligence, as well as to some degree the Department of State) to adapt to whatever the current threat is. The DEFEX system was created under Major Executive Maine and Chief Ambassador (and Chairman of the Joint Command Council) Mearl on September 22, 2013 as part of the ARMED Act in order to improve Triumvirate security.
Five levels are used for DEFEX, to designate different levels of readiness and procedure. DEFEX 1 is the most critical level, meaning there is imminent destruction; while DEFEX 5 is the most secure level, indicating peace and no danger of attack.
DEFEX 1 (Destruction Imminent): A crippling attack (defined as "one that could severely harm the foundation of the Union") is likely. Defense forces are instructed to be prepared for the absolute destruction of the Union, the most critical government positions are sequestered for protection, constant and extraordinary online presence exists at all times, all financial transactions are restricted, essential personnel prepare auxiliary e-mail and computers. Foreign diplomats are locked down.
DEFEX 2 (Destruction Possibility): There is moderate potential for a crippling attack. Defense forces are prepared for a worst-case scenario, the most critical government positions are sequestered for protection, constant online presence is required. Foreign diplomats are locked down.
DEFEX 3 (High Risk): There is a significant risk of an attack on the Union. Defense forces are prepared for an attack, emergency sites are prepped, essential government offices are given extra protection. Foreign diplomats are locked down.
DEFEX 4 (Moderate Risk): There is some risk, though not significant, of an attack on the Union. Defense forces will be more alert and there will be a small bump in security on Triumvirate sites.
DEFEX 5 (Low Risk): The Triumvirate is at peace, no threat, defense forces are stationary.
