These policies outline the specific rules within the Treasury.

Debt as a Last ResortEdit

Enacted: August 23, 2015

The Department of the Treasury is to use debt as a last resort, meaning that all avenues of locating and rerouting unused government funds will be pursued or other measures to be used that won't upset the economy, such as inflation, before the Treasury issues debt to cover any shortfalls within the budget.

Political NeutralityEdit

Enacted: August 20, 2015

  1. All members of the Department of the Treasury, with exception of the Head of the Treasury, are to take a position of neutrality with regards to the budget and assets of the Government of the Universal Triumvirate, with recommendations being made with an informed and logically motivated suggestions in official public domains and statements.
  2. Treasury employees may only offer political suggestions with the Head of the Treasury so as they may attempt to come to agreements with other political officers of the Government of the Universal Triumvirate.
  3. This stance of political neutrality does not bare Treasury employees from participating in political coalitions.

Note Government SpendingEdit

Enacted: August 23, 2015

The Treasury and assigned staff are to monitor and note all government spending and reasons for which monies were spent. Reason being as funds for government functions dwindle and government debt rise, money needs to be allocated to government programs that are effective while being cut from less than effective programs.

Excess Treasury FundsEdit

Enacted: August 23, 2015

Any funds transferred outside of the main Treasury account that requires approval from both the Executive and Administrative Branch to accounts under the control of the Treasury and still have any excess funds within them, are to have their money sent back to the main government account. This policy is to be followed in conjunction with 'Debt as a Last Resort' policy. This policy will be void under the following conditions:

  1. If needed funds in the next trimester exceeds funds being given in the budget,
  2. If the likelihood of funds being needed on short notice, this shall be on a case by case basis.

Foreign Currency ActionsEdit

Enacted: September 6, 2015

The Head of the Treasury is to update the state of the Treasury's foreign assets at 00:00 Triumvirate time on it's Foreign Currency Page. More may be done as needed.

ReportsEdit

Within the first week of the month, the Treasury and any workers participating in the active accumulation of foreign currencies is to create a full report on the actions undertaken with that currency. These reports are to include: Where money goes, ways money is generated, 'physical' assets (aside from the currencies themselves), profit margins (if applicable) and other pertinate information as reports are crated.

Department RanksEdit

Enacted: August 20, 2015

The ranking system in the Treasury is to establish a clear line of leadership in the Treasury and it's agencies. Ultimate advancement within the Treasury falls to the Head of the Treasury but discretion will be given to the Deputy Head of the Treasury and Agency Directors. With the ultimate decision being with the Executive Branch. Ranks are placed in order from highest to lowest.

Head of the Treasury: The highest position obtainable within the Treasury, as outlined by the constitution they shall have the ultimate say and management of their department, unless overruled by the Executive Branch. There may only be one Head of the Treasury at any given time.

Deputy head of the Treasury: The second highest level within the Department of the Treasury, they shall assume all the responsibility of the department and perform the duties of the Head of the Treasury should there be a vacancy of the Head of the Treasury, they shall hold all powers except the ability to vote and participate on matters in the Executive Branch. Only one Deputy Head of the Treasury may be at any given time.

Director: Upon the establishment of agencies for the Treasury, Directors will be the third highest level within the Treasury Department and the highest level within one of the Agencies of the Department of the Treasury. Their full title shall include that of their agency (I.e. the head of Taxation and Revenue Agency will be titled the Director of Taxation and Revenue). They shall have the full responsibility of their agency and those within it.

Deputy Director: Upon the establishment of agencies for the Treasury, Deputy Directors will be the fourth highest level within the Treasury Department and the second highest within one of the Agencies of the Department of the Treasury. Their full title shall include that of their agency. They shall assume an acting director role in the even a Director is incapacity, away or otherwise unavailable.

Treasury manager: The fifth highest level within the Treasury. Managers are in charge of specific tasks within one of the various agencies, as outlined by the Head of the Treasury or Agency Director. Managers shall be in charge of those in their staff for that purpose.

Senior Treasurer: The sixth highest level within the Treasury Department. Senior Treasurers shall be Treasury employees who have been within the Department of the Treasury for a consecutive eight months. Promotion to this level is determined either by the Head of the Treasury, or by an Executive Decision. Time requirements can be waived by the Head of the Treasury should outstanding individuals warrant such action.

Treasurer: The seventh highest level within the Treasury Department. Treasurers shall be Treasury employees who have been within the Department of the Treasury for a consecutive four months. Promotion to this level is determined either by the Head of the Treasury, or by an Executive Decision. Time requirements can be waived by the Head of the Treasury should outstanding individuals warrant such action.

Junior Treasurer: The lowest ranked and entry level within the Treasury Department. Junior Treasurers shall be Treasury employees who must learn the full role of the department and the responsibilities that it will endeavor while in operation.
